Monastery Siege is a Blue Enchantment that gives you an option of the effect you’re after as soon as it comes into play.  These effects are denoted as either Khans or Dragons, details below:

• Khans: During your draw step, you shall draw an extra card and then discard a card.
• Dragons: Spells that your opponents cast that target your or your permanents cost 2 extra mana to cast.

Note that since I’m playing a mill deck with Sphinx’s Tutelage which activates whenever I draw cards, I picked Khans.
