The Disrupting Scepter is an Artifact that can force your opponent to discard a card of his/her choice.  This ability can be played as many times as you want during your turn as long as you can pay the mana cost of 3.  Whether you want to enhance the functionality of your discard deck or to conveniently add the ability to coerce your opponent into discarding without playing Black, this artifact can come in handy for many different playing styles.

My Advice
